A retroreflective sheeting (10) includes a base layer (12) that includes a thermoplastic polymer. A prism layer (16) is positioned on the base layer (12) . A fabric layer (24) has a thermoplastic coating (23) on a side of the fabric layer, wherein the thermoplastic coating (23) faces the prism layer (16) and wherein portions of the base layer (12) , prism layer (16) , thermoplastic coating(23), and fabric layer(24) are attached to form a seal. A method for forming a retroreflective sheeting includes providing a base layer (12) that includes a thermoplastic polymer with a prism layer (16) positioned on the layer (12) . A fabric layer (24) having a thermoplastic coating (23) on a side of the fabric layer is positioned with the thermoplastic coating (23) facing the prism layer(16) . A die is applied against the base layer(12) and fabric layer (24) in the presence of sufficient heat to cause the thermoplastic coating (23) on the fabric and the base layer (12) to attach portions of the base layer(12) to the thermoplastic coating(23) on the fabric lay-er(24), thereby forming a retroreflective structure .
