In a communications system, a method is described for controlling the excess usage of a finite resource through which information flows by a plurality of sources having an "excess" state. For each source a determination is made as to whether the source is in the excess state. If the excess information rate is less than a predetermined fair information rate, the information is passed to the resource. If the excess information rate is greater than the fair information rate, the information is discarded.

La présente invention concerne un procédé de contrôle, dans un système de communications, de l'utilisation excessive d'une ressource finie, à travers laquelle des informations sont acheminées par des sources multiples présenant un état d'"excédent" d'informations. Pour chaque source, on détermine si elle se trouve dans cet état. Si le débit d'informations excédentaires est inférieur à une densité équitable déterminée, les informations sont transmises à la ressource. Si le débit d'informations est supérieur à la densité équitable, les informations sont rejetées.
