An anchoring device for mounting at anchor points on a raised wall or other surface, particularly for use on large electrical transformers comprises an elongate mast member pivotally attached to a base mount for anchoring the mast to the raised wall or surface. The base mount includes a plurality of anchoring arms which are selectively positionable each having a fastener arranged on an outer end for connection to one of a plurality of anchor points. Different types of anchoring member adapters are provided, each type having a different second fastening means for securing the base mount to different types of anchor points. The mast carries three rings each individually rotatable about the axis and carried in a radial plane with each ring having a loop for receiving a respective cable restraint device for a person. A winch mounting post is carried on the mast and stands upwardly from the rings so that a fallen person can be winched to recovery.
