An apparatus for applying a clip to a substrate can include, in certain embodiments, a channel adapted to receive clips, an advancement slide positioned to receive clips from the channel, an advancing member to move the clip toward a receiving member, and camming mechanism disposed in the path of the clip, wherein the camming mechanism configured to open the clip. The receiving member preferably includes an opening adapted to receive a generally flat planar substrate. In certain embodiments, the clip is a paper clip, the advancement slide includes members adapted to support the outer loop of a paper clip, and the cam is adapted to engage the inner loop of a paper clip.
