ABSTRACT OF THE DISCLOSURE An improved fastening device. The fastener portion itself usually comprises a vise rotatably mounted on a base for connection to a support. In a first preferred embodiment the vise is mounted on a cylindrical stem rotatably mounted within a housing of the base having a cylindrical bore, the axis of rotation of the stem thus being the axis of rotation of the vise. In a second preferred embodiment, the base provides a cylindrical stem and the vise provides a housing with a cylindrical bore in which the stem is rotatably mounted. The vise has a pair of jaws between which a cable is fastened such that the neutral axis of the fastened cable is substantially perpendicular to the rotational axis of the vise.
