Abstract A closed cell, semi-rigid, fiber-loaded, self- extinguishing ballistic resistant foam and the method for making it is disclosed. The main structure of the material is a semi-rigid polyurethane foam in which are incorporated fiber strands oriented parallel to the surface. Preferably the fibers are glass. Other materials may be added such as fire-retardant materials.
