Fibre or film having a matrix of a copolymer from 50 to 95 % by weight ethylenically unsaturated carboxylic monomer and 5 to 50 % by weight copolymerisable ethylenically unsaturated monomer is characterised in that the matrix contains a dissolved chemical which alters the properties of or has an effect on the fibre or film or on an aqueous fluid absorbed by the fibre or film. The chemical can for example be an antibacterial agent or an acidic reagent capable of reacting with ammonia to reduce the am- moniacal smell of urine. The fibre or film can be used to apply a controlled quantity of a chemical to a desired location.
