A porous polytetrafluorethylene (PTFE) structure suitable for use as an oil transfer component for coating or wiping a roll in a fuser system of a copying machine, has a fibrillated surface produced by casting PTFE suspension onto a mesh and drying such that the PTFE engulfs at least some of the wires of the mesh. Removal of the PTFE sheet from the mesh results in a fibrillated irregular surface (72. 74). The PTFE structure is formed from particles of granular-type polytetrafluoroethylene fused together to form a porous integral network of interconnected particles.
