The inner filament wound layer includes a fiexibilized matrix binder whereby the inner skin pro- vides both a structural layer and an inner liner for the vessel. The flexibilized matrix may include a thermoset- ting epoxy resin with a flexibilizing agent, a thermo- plastic material, or the like.
