ABSTRACT An apparatus for splicing two perforated film strips, comprising a base member for supporting and maintaining the film strips in abutting relationship, and a hand operated splicing tape dispenser movably mounted on said base member to apply in a splicing stroke a segment of tape on the film strips. The tape dispenser includes a carrier for a supply reel of splicing tape and an applicator roll in rolling contact with the film strips during the splicing stroke to apply thereon in a bonding engagement a segment of splicing tape. The tape dispenser also includes a cutting blade cooperating with the applicator roll and being responsive to movement of the tape dispenser relatively to the base member to cut a segment from a length of splicing tape in wrapping engagement with the applicator roll.
