Apparatus and method for removing hydrocarbons from water is disclosed. Housing (10) containing a filtration compartment (14) and a treatment compartment (18), is designed for insertion into a drainage opening (not shown) in a parking lot or containment area. Porous pipes (21) serve to remove substantially all debris and sediment from the fluid stream. Treatment compartment (18) contains a hydrocarbon absorption media (40), which in the envent of a hydrocarbon spill, forms a plug which seals off the flow of contaminated water. Heater element (52) keeps the unit operational in cold weather.
