A fire-retardant insulating tape wrap having high tensile strength particularly for use in an electric power cable such as a service entrance cable includes a fiberglass scrim encapsulated between twa layers of polyester film adhered by using a cross linking polyester based laminate adhesive which is applied to the polyester film simultaneously on both upper and lower layers. The tape is made by coating the adhesive onto each layer simultaneously under a continuously controlled application pressure. Then the films and scrim are brought together after the films pass through drying ovens and the scrim is applied between the adhesive coated polyesters passing through a combining nip roll assembly under continuously controlled pressure.
