A flat heat exchange arrangement for surface heating in building construction includes a plurality of heat exchange blocks 10 which stand in heat conducting connection with at least one tubular conductor 20 conveying a heat carrying medium and have two support surfaces 22 parallel to one another, between which support surfaces the tubular conductor 20 runs. Each heat exchanger block 10 has a plurality of intermediate walls 16 perpendicular to the support surfaces 24 and to the tubular conductor 20 running between the support surfaces 22, the intermediate walls 16 being oriented parallel to one another and pairwise forming a hollow space open at both ends between each pair of intermediate walls which border such opening.
