ABSTRACT OF THE DISCLOSURE: Disclosed herein is a flexible carbon sheet produced by carbonizing a composite material comprising carbon fibers having an average length 6 to 50 mm and having been treated at a temperature of at least 1,500°C and a binding agent, wherein carbon lumps derived by carbonizing the agent upon calcination are dispersed in a matrix of the carbon fibers and restrain a plurality of the fibers and bound loosely with the fibers so as to provide a flexibility, expressed by aratio D/d, of the sheet not more than 200, wherein D is a diameter of curvature just before the breakage when the sheet is bent and d is a thickness of the sheet, wherein the sheet has a tensile strength of at least 0.05 kg/mm2, an electrical resistance not more than 900 m.OMEGA.-cm and an apparent density 0.2 to 1.3 g/cc, and wherein at least 80% by volume of pores in the sheet has a diameter 20 to 400 µm and a process to prepare the sheet.
