A flexible heating element that can be secured to any part of the body by sticking or winding, being stretchable in accordance with the movement of the body to thereby be free from coming off or disengagement. There is provided a flexible heating element comprising a base material and a covering material and, interposed therebetween, multiple exothermic composition moldings, the exothermic composition moldings at peripheries thereof heat sealed to thereby create segmented heating parts and segmenting parts, characterized in that the volume of exothermic composition moldings is in the range of 0.01 to 30 cm3, the ratio between the volume of exothermic composition moldings and the volume of segmented heating parts in the range of 0.6 to 1.0, the maximum height of segmented heating parts in the range of 0.1 to 10 mm, and the width of segmenting parts in the range of 0.3 to 30 mm; and that at least one side of flexible heating parts is furnished with a flexible retention member; and that the bending resistance in at least one direction of the flexible heating parts is <= 100 mm, the bending resistance ratio in at least one direction of the flexible heating parts being >= 50, the bending resistance in at least one direction of the flexible retention member being <= 200 mm, and the bending resistance in at least the longitudinal direction of the flexible heating parts being <= 200 mm.
