A paving stone design, manufacturing and installation provision system including a rubber based flexible material, a puzzle like shaped stone having a plurality of tongues and grooves, an interlocking tongue and groove means to form a contiguous sheet resisting lateral movement, a chamfered and counter chamfered means to resist vertical movement, and simplicity of installation requiring no special skills is revealed. A preferred embodiment includes two opposed tongues and two opposed grooves permitting installation either side "up" and in either rotation. Numerous shapes, thickness, patterns, impressions, surface topography, surface roughness, and coloring are provided for. Installation means by hand, by using tools and by automation machine means are provided for. An environmentally useful recycling of rubber products including vehicle tires is provided for that could significantly reduce the growing problem of storing and reusing such products including the paving stones themselves.
