Abstract This invention is an active hydrogen-containing composition suitable for the production of flexible polyurethane foam when reacted with a polyisocyanate, said composition comprising, (a) a polyol having an average functionality of from 2.0 to 4.0, having at least 50% of its active hydroxyl groups in the form of primary hydroxyl groups, and an equivalent weight of from 500 to 5000; (b) from 0.5 to 5 parts, per 100 parts by weight of component (a) of a crosslinker selected from the group consisting of monoethanolamine, diethanolamine, triethanolamine, monoisopropanolamine, diisopropanolamine, methylene bis(o-chloroaniline) and mixtures thereof; and (c) at least 0.15 equivalent per equivalent of (a) and (b), of a polyfunctional flame retarding 35,302A-F
