Among methods and means to safeguard property and buildings from flood waters and other environmental hazards, it is known sandbags, earthen or rock dykes cannot provide quick, light weight barriers to thwart flow intrusions into public and personal property when a rapid response is necessary. In this invention light weight layers are sequentially applied upon a building structure replacing the traditional use of sandbag dykes. A relatively rigid support framework provides a barrier to flood waters and flows, wave action and weather by attaching synthetic liquid-resistant fibers (11, 11a, 15, 23), elastomers (15, 16, 18), polymerized (7, 9, 12a, 14, 14a, 15a, 15b) and plastic materials ( 16, 17, 19, 19a, 20, 28, 39a, 43, 43a, 43c, 43d, 44c, 44d, 46) to a building or to free standing structures outside the boundaries of the property or building. Layers provide multiple lightweight barriers eliminating heavy lifting, reducing manpower labour and physical stress.
