ABSTRACT A system is provided for controlling fluid flow, particularly from a reservoir to a patient. A dispensing device isolates a region of a first fluid in a line from the effects of pressure in the line outside of the region. Increments of the first fluid are repetitively dispensed into and out of the region, as a result of which pressure changes occur in the first fluid in the region. These pressure changes are measured. A measurement fluid in a housing is so related to the region that a change in the measurement fluid pressure causes a change in the first fluid pressure in the region. Predetermined volume incre- ments of measurement fluid are repetitively displaced by a displacement device. A control device which is in communication with the pressure measurement device, the displacement device and the dispensing device causes the dispensing device to dispense first fluid in increments that are calibrated by the displacement device and monitor- ed by the pressure measurement device.
