A transportable, above-ground fluid containment vault that includes a hollow inner tank, having an interior and at least one access pipe extending from the tank and communicating with the interior of the inner tank. A layer of concrete surrounds all of the tank except for the access pipe to form a vault. The layer of concrete is positioned adjacent to the tank, in the absence of compressible material between the tank and the concrete. The layer of concrete is homogenous so that there are no cold joints in the layer of concrete. The vault has an exterior surface and the access pipe provides communication between the interior of the inner tank and the exterior of the vault.
