ABSTRACT OF THE DISCLOSURE A fluid-dispenser for a bulk container for potable liquids or the like. A tubular filling and dispensing gland welded around a hole in a laminated plastic fluid-containing bag contains a sealing cylinder having a diaphragm at an oblique angle that seals its inner end. A tubular dispensing member with a sharp cutting edge at a corresponding oblique angle is inserted into the sealing cylinder with the cutting edge adjacent but not in contact with the diaphragm. When the fluid is to be dispensed, rotation of the dispensing member will cut around most of the periphery of the diaphragm to permit the fluid to enter the dispensing member. Three embodiments of taps for operating the dispensing member are disclosed. One is a simple tap which, upon rotation, cuts the diaphragm and permits the fluid to run into the tap where it may be dispensed through a rotatable valve. The second embodiment is an unvalved rotatable tube with the cutting edge at one end and a hose or tubing connector at the second end for remote dispensing. The third embodiment includes means for rotating the diaphragm cutting edge and also a bouble valving arrangement that permits removal of the tap without loss of fluid from either the tap or from a flow of a partially filled fluid bag.
