An engine provides torque by transmitting power in a fluid using optimally positioned lift-to-rag ratio blades with air-foil shape sections. The fluid may be liquid or gas. Various considerations of engine configuration, fluid density, fluid pressure and fluid temperature are design parameters that can be tuned to achieve high performance. The fluid flow created can be used to drive rotary motion of an output axle, for example.
