2102529 9318238 PCTABS00025 Self supporting rubbery flow blocking devices (1) of substantial thickness is mounted in a fluid passageway to automatically regulate fluid flow control where the incoming volume of water fluctuates to retain maximum fluid levels for either storage or gravitational potential energy and prevent undesirable flooding upstream of the dam. The rubbery elastomeric components (1) have one edge free and one edge firmly secured to a supporting surface (6) and anchored thereto by members (3, 4), the components have elastic internal resistance elements (2) so placed as to increase elastic resistance to flexing along their length from their free ends to their secured ends. The components will remain in a blocking position to fluid flow while subjected to pressure up to a given design pressure, and are pliant enough to flex away from the fluid pressure to unblock part of the fluid flow when subjected to a fluid pressure greater than the design fluid pressure.
