A fluid injection device comprising: an inner tubular having a first end, a second end, an inner bore and a plurality of ports passing through the inner tubular proximate a first end of the inner tubular; and an outer sleeve having a first end, a second end and a plurality of ports located proximate the second end of the outer sleeve and passing through the outer sleeve, the outer sleeve sized to fit over the inner tubular so that the first end covers the ports in the inner tubular and forms an annulus between the inner tubular and the outer sleeve.
