A propulsion device for ships having a plurality of vanes pivotally connected and located in an open ended duct submerged in the fluid. The vanes are driven at each pivot using double acting actuators which are mounted externally to the wall of the duct. The actuators are driven in a sequence where at least a portion of vane assembly performs contained pumping action. Reversing direction of the movement of fluid may be achieved by changing the sequence and the direction of actuation.
