An improved purifier for fluids, removes, reduces or detoxifies organic pollutants therefrom by constantly replenishing high oxygen concentrations in the fluid, and causing the oxygenated fluid to contact surfaces of a photoreactive semiconductor material, such as anatase, titanium dioxide or other photoreactive semiconductor material, in suspension or bonded to a fixed stationary substrate, in the presence of light of a wavelength that will activate the material.
