Fluorescent materials comprising zinc oxide whiskers of a tetrapod form having a central body and needle crystal projections radially extending from the central body with or without additive elements capable of changing fluorescent characteristics and/or fluorescence color are described. The fluorescent materials may be a mixture of insulating fluorescent substance and the whiskers which are used mainly as a conductive material. These fluorescent materials are energized at low-speed electron beams and are capable of emitting fluorescence at low voltages.
