A foaming agent comprising an amphoteric surfactant and an amine oxide which foams by being dispensed or sprayed, and provides improved foaming characterstics to leave-on foaming cosmetic compositions. In one preferred embodiment of the present invention the foaming agent is comprised in a hair mousse composition further comprising a solvent, and optional polymer, preservative, and propellant. Hair mousse compositions comprising the foaming agent can be formulated in combination with a wide range of solvent, preservatives, and propellants.
