A foldable floor heating panel foldable longitudinally and laterally and easy in folding and unfolding operations allowing packaging, transportation, storage, and lay-out to be performed very easily, wherein a plurality of small plate bodies of rectangular shape in plain view are disposed in each of longitudinal and lateral directions adjacent to each other, a flexible thin sheet is stuck on the upper surface of the plates so as to be foldable in longitudinal and lateral directions, a passage for a heat medium flexible tube is provided with a play at the folded portions in longitudinal and lateral directions, a foldable tolerance member is provided in the folded portion in lateral direction, or a fitting member is installed detachably in the passage with play of the heat medium flexible tube.
