A base hinge assembly (28) hingedly connects the base proximate end (32) and the link assembly base end (76) for rotational movement about a transverse rotational axis through an arc of movement between a retracted position adjacent to the base assembly (22) and an extended position extending from the proximate end (32) thereof. A step hinge assembly (30) hingedly connects the link assembly step end (78) and the step proximate end (104) for rotational movement about a transverse rotational axis between a retracted position adjacent to the link assembly (24) and an extended position extending from the step end (78) thereof.
