ABSTRACT OF THE DISCLOSURE A frame for constructing pavement blocks in which plural sections each having a bottom with plural holes for draining water therethrough each have plural through holes from the top to the bottom of section walls defining the above sections, the lower sides of the holes being open and the upper ends of the holes being closed by a closure which is easily openable. The closure can be a thin film which is integrally formed with the walls or an adhesive tape which is applied to the upper edges of the section walls. To form the pavement blocks, concrete or mortar is poured into the sections, and after it hardens, the upper ends of the through holes are opened by removing the film or by strip- ping off the adhesive tape. The resulting frame with con- crete or mortar therein can be used for producing a permeable pavement in which water is drained of r through the through holes.
