A fuel cell assembly for use with a source of selected from a gas or liquid reductant and a source of gaseous oxidant, said assembly comprising: a central ionic membrane (302) having a membrane first surface (302A) and a membrane second surface (302B); a first matrix (308) formed of an organic polymer having a first matrix first surface (308A) in contact with said membrane first surface (302A) and a first matrix second surface (308B); a second matrix (310) formed of an organic polymer having a second matrix first surface (310A) in contact with said membrane second surface (302B) and a second matrix second surface (310B); a first current collector (304) within said first matrix (308); a second current collector (306) within said second matrix (310) and in electrical communication with said first current collector (304); wherein each of said first and said second matrices (308,310) has a pore structure as to allow of gas permeation within the matrix and water exudation out of said matrix, and contains particulate carbon and wherein at least portions of said first matrix surface (308B) and said second matrix surface (310B) comprise catalytic material surface layers deposited thereon as to constitute catalytic portions (312,314); and wherein said second matrix 310 comprises at least a first polymer layer 320 and a second polymer layer 322, and wherein (i) said first layer 320 has a surface constituting said second matrix surface 310B; (ii) said second polymer layer 322 has a surface constituting said second matrix first surface 310A; and (iii) said first polymer layer 320 is of a lower hydrophobicity than said second polymer layer 322 as to allow permeation of liquid reductant within said first polymer layer.
