A performance recovery operation for a fuel cell system effectively restores a fuel electrode (201) such that, upon starting or stopping of operation of the fuel cell (100), both fuel and oxidizing electrodes (201, 202) are disposed in a hydrogen atmosphere and then the fuel electrode (201) is maintained at a higher potential level than in a normal operation.
