A membership-based internet access system is provided, having at least two classes of membership access to website services provided by a membership provider. Where there are four classes of membership, members in two classes gain free access by either routing through their own internet service provider, or by routing through a dedicated access network established by the membership provider. In the latter case, there is slower access, and there is always having a banner advertisement on a portion of the member's monitor. Members in two other classes either route through the dedicated access network at full speed upon payment of a fee, or route through a broadband access network and a broadband high speed modem, also upon payment of a fee - which fee is in any event lower than ordinary commercial providers. Any member in any class may change their level of membership at any time, while maintaining their own unique membership ID and password. An allowance system is provided whereby a parent/guardian may pre-approve shopping channels for a child, and may pre-establish spending limits for that child.
