This invention is a new type of power turbine. The turbine will generate a significant torsion forces from wind or water currents. That force may then be used to generate electrical or mechanical power. The turbine is built on the horizontal plane. Its principle components are panels on opposing spokes which complement each others effort through a direct mechanical linkage between the panels. As one panel catches the wind/water current on one side of the wheel, it rotates opening more to the current to maximize its exposed surface area. In the process, the panel on the opposing spoke closes (or rotates for single panel design) to minimize its drag. The synergistic system of the wing or water turbine using bi-fold or single panels has the ability to create a significant torque about a central shaft. This turbine is symmetrical, and functions independent of the wind or water current direction. There are three basic designs. Bi-fold panels which stand vertically, by-fold panels which lay horizontally, and single panels which lay horizontally.
