A wireless data transmission system (1) uses modulation onto a multi-level symbol (11), so that a multi-level frequency shifted signal can be generated (14). By using a Gaussian filter (13), inter-symbol interference can be introduced. The demodulation process (2) makes use of templates corresponding to each of the possible symbol transitions, so that knowledge of previously decoded symbols can be used to decode the next one.
