The present invention also provides a method of treating cell-proliferative diseases in individuals comprising administration of one or more active gene copies of a negatively-acting growth regulatory gene (NGR) element to an abnormally proliferating cell. In another embodiment the present invention provides a method to inhibit abnormal cell proliferation by inserting into an abnormally proliferating cell, a synthetic DNA or RNA construct of the present invention which construct inactivates the functional expression of PGR element.
