A non-toxic, non-flammable, non-corrosive, bio-gradable tire ballast disclosed herein that comprises an aqueous composition containing 40% to 70% glycerin (w/v) with a relatively low freezing point (minus 38 degrees F.). The composition weighs 9.5 to 11 pounds per gallon and has a low freezing point (below minus 38 degrees F.) At the temperatures minus 38 degrees F. or above, the composition flows easily into the valve stem using a liquid ballast pump, also referred to as a calcium pump. A suitable anti-corrosive chemical may be added to the composition to prevent rust inside the tire. In the preferred embodiment, the tire is filled approximately 40% to 75% full with the composition.
