A gravitational window shutter in a water gate for a system for harnessing power from current flow or tidal movement in a body of water is disclosed. The gate (102) is formed with a door (104) for closing the port (103) through which the water may flow. The door (104) has a window (120) in an upper portion thereof which is closed by a rotatable shutter (122). The shutter (122) opens before the door ( 104), allowing a flow of water through the window ( 120), which reduces the drug on the door ( 104). The door (104) is then able to open more rapidly. A gravitational closure (132) causes the shutter (122) and door (104), to close. The gravitational closure is formed by a counterweight on the shutter (122). An improved configuration of the chambers is also dis- closed. The chambers (210) have an upper portion (217, 219) of a rectangular configuration with a larger volume to increase the volume of air flowing through the system, and a lower portion (216, 218) of a cylindrical configuration to reduce the hydraulic losses due to vortices during water inflow and outflow.
