A handle assembly for carts, wheeled luggage, cases, or similar applications includes a pair of tube assemblies disposed in substantially parallel relation and connected by a handle member. One of the tube assemblies carries lock buttons which cooperate with an actuator button carried by a sleeve disposed around the assembly to releasably lock the tube assemblies in an extended or retracted position.
