A hay baler (10) for producing aerated bales of hay. The baler (10) includes a packer mechanism (26) which operates to retrieve and compress capsules (14) of hay, a plunger (16) that compresses the precompressed capsules (14) into a bale (18) while simultaneously cutting and removing portions of the capsules (14), and includes at least one tubular cutter (28) which extends through the plunger (16) and projects a distance from the plunger face (17). The plunger (16) compresses the load (25), and plugs of hay are cut from capsules (14) and passed through the cutter (28 30). If a plurality of holes are formed, proper spacing of the holes allows the hay to breathe and permits shipment of bales (18) of hay without fear of premature spoiling. A single continuous cut hole may be formed in the bale to provide aeration. The tubular cutter (28) may be located in a position other that the baler plunger to form a continuous hole through a completed bale of hay.
