A heat source unit (1) has a compressor (11), an electronic expansion valve (13), a heat exchanger (14) on the heat source side, an outdoor fan (F), and a controller (30) for an electric apparatus. A water heat exchanger unit (2) receives water heat exchangers (15, 16), water piping (6), pumps (21, 22), and a controller (9) and connects them with the heat source unit (1), refrigerant piping (7), and electric wiring (8). A tank unit (3) has tanks (4, 5) for containing warm water obtained by heat exchange in the water heat exchangers (15, 16). A housing (2A) for the water heat exchanger unit (2) has panels covering the front side, rear side, and both left and right sides of the water heat exchanger unit (2). A bottom plate (45) is placed above the water heat exchanger unit (2) at a predetermined distance from the lower end of the housing. The water heat exchanger unit (2) is received inside the housing and sections (6a-6d, 7a, 7b) for connection for the water piping (6) and the refrigerant piping (7) are arranged at the lower part of the housing bottom plate. The construction fully prevents freezing of the water piping (6), and in addition, it reduces the size of a unit on the utilization side and enhances operation efficiency.
