ABSTRACT OF THE DISCLOSURE In order to stabilize the heave-mode of a surface effect vehicle during operation at "tip-toe" height, con- trolled leak ports are disposed around the periphery of the vehicle. The controlled leak ports comprise variable valves responsive to plenum pressure by way of an actuator. During heave-mode instability, the valves are methodically actuated each cycle when the pressure in the plenum exceeds a threshold level. Large air volume handling capacity is obtained by employing a sufficient quantity of valves. Additionally, a particular valve configuration presently preferred employs two abutting, coaxial, mutually-rotatable discs provided with alignable apertures distributed across their respective faces to obtain rapid actuation and deac- tuation and thus selectively control large volumes of bleed air.
