Abstract of the Disclosure The invention disclosed relates to a pour-castable composite having mechanical properties such that it is useful either as a high-energy explosive or as a propellant. The novel composite comprises a. a solid highly-energetic ingredient selected from RDX and HMX b. a hydroxy-terminated polybutadiene based binder, c. a diisocyanate curing agent, and d. a chemically compatible surfactant selected from the group consisting of compounds of structural formula I, (I) Image where R and/or R1 is CH3, CH3(CH2)x or CxH(2x+1), and where x and y are integers from 1 to 6, compounds of structural formula II Image (II) where R is CH3, CH3(CH2)x or CxH(2x+1), and where x is an integer from 1 to 6, and mixtures thereof.
