Abstract of the Disclosure A high surface area lead oxide composite is prepared by providing a mixture of starting matter containing lead oxide and a hydrogen bonding solvent and by then subjecting the mix- ture to a gaseous stream inclusive of ozone. The resulting re- action product is a solid composite of lead oxide and lead di- oxide, found to exhibit greatly increased surface area and elec- trical conductivity over the starting material for efficient use of the solid composite as active material in electrochemical cells.
