ABSTRACT The object of the invention is to create a system for building up safety embankments against high-water, for rapidly sealing water irruptions, for closing doors and windows against penetrating water and for increasing the height of breast walls which exhibits the advantages but not the disadvantages of sand bags and which allows the erection of safety embankments without complicated filling. This is achieved by a high-water protection characterized in that a casing contains a water-insoluble in water strongly swellable polymer in such a condition that at least one dimension is small enough to ensure a rapid water absorption, the permeability of the casing allowing a quick penetration of the water, but preventing the non-swollen polymer from falling out. When a water-permeable casing of the kind, e.g. in the shape of a bag filled to a small percentage of its possible inner volume with the swelling agent, comes into contact with water, the polymer swells very quickly and forms a gel that fills the bag tautly.
