To achieve reliable communication between a reader and a radio IC tag. An installation hole is formed in a side face of a tire, and a radio IC tag installation holder (10) having received a radio IC tag (18) is inserted into the installation hole. The radio IC tag installation holder (10) can be opened and closed; therefore the radio IC tag (18) is received in a pocket (20) when the radio IC tag installation holder (10) is open, and the radio IC tag installation holder (10) is inserted into the installation hole after being closed. Since the IC tag installation holder (10) having the radio IC tag (18) in it is inserted in the outer surface of the tire, a reader can be neared to the radio IC tag (18), and the radio IC tag (18) can reliably communicate with the reader. Further, the radio IC tag installation holder (10) is installed in the tire having been subjected to vulcanization; therefore the radio IC tag (18) has no failure caused by heat etc.
