The object of the present invention is to simplify a structure for mounting a bracket (5) for a pad on a metal core (3) of a steering wheel, and to reduce the number of contacts by controlling a movement of a one-piece switch pad (2) covering each spoke from its center up to a middle part thereof, in order to realize a low cost of production. A plurality of leg parts (4a), formed on the spoke (3c) of the metal core of the steering wheel, which extend generally parallel to a steering shaft, and a cross bar or a hold-down part (4b) that is formed bent from a tip of the leg part (4a) towards the center of the steering wheel, constitute a bridge or an engaging piece (4). The bracket (5) is disposed between the spoke (3c) of the metal core and the cross bar (4b) of the bridge (4). The bracket (5) has a contacting surface at a location at which it contacts the cross bar (4b). There are provided biasing means, for biasing the bracket (5) towards the cross bar (4b), which is installed between the bracket (5) and the spoke (3c) of the metal core, and positioning means (4c, 8a) for positioning the bracket (5) relative to an axis of the steering shaft. The compressed coiled springs for biasing the pad (2) towards a driver are installed at two locations of right and left parts (c, d) on a lower side of the pad (2), and at two locations (a, b) on an upper side thereof which are separate from each other with an interval greater than an interval between both operational ends on the lower side thereof. Contacts (7a through 7c) for the horn switch are installed at the one location of the middle part on the lower side of the pad, and at two locations of right and left parts on the upper side thereof.
