The invention relates to an illuminating structure in which one or more optical wave guides, such as optical fibers, are embedded in a hardened material, the material having hardened with the fibers or guide embedded therein. Visible from the surface of the illuminating structure (for example, flush with, recessed within, or protuberant from the surface), the end of each optical fiber or guide is exposed, or a light diffuser is positioned at the end of a fiber so that when a light source is applied to the optical fiber, the surface of the illuminating structure is illuminated. The structure may be used as, for example, a floor tile, a road sign, or a side portion of a swimming pool. Advantageously, the illuminating structure is resilient and can withstand applications of weight and abrasion.
