When an inner-display predictive coding signal is generated by an interpolating method used in a conventional technique, a predictive accuracy of a pixel apart far from a boundary of a subject block is reduced, so that there is a problem of an image signal with a complex pattern which cannot be efficiently predicted. A block divider (102) divides an input image into a plurality of regions. A predictive signal generator (103) generates predictive signals for image signals included in subject regions to be subjected to processing in the regions, and uses a texture synthesizing method to form texture signals for the subject regions to generate predictive signals. A subtracter (105) seeks a differential signal between the image signal of the subject region and the predictive signal and a converter (106) and a quantizer (107) code the differential signal and generate a compressed signal.
